It has been 18 months since the end of Day 3. Jack was fired from CTU by incoming director Erin Driscoll. He is no longer in field work; he is employed by Secretary of Defense James Heller. He is rebuilding his life — his relationship with Heller’s daughter Audrey is starting to get serious.
John Keeler was elected president after David Palmer decided not to run for re-election. Jack’s daughter Kim and Chase both left CTU to pursue their own relationship.

Jack, on behalf of Sec. Heller, meets with CTU Director Driscoll - the woman who fired him — about budgetary issues. Jack assists in capturing the man responsible for the train explosion and subsequently stumbles onto a plot to kidnap Sec. Heller, but too late.
Sec. Heller visits his son Richard, who is planning to speak at a protest against the government. As they leave, Sec. Heller and Audrey are kidnapped.

Behrooz Araz delivers the train briefcase to a man named Omar in a warehouse. Behrooz’s American girlfriend Debbie follows him and witnesses the warehouse location. Back home, Mr. Araz scolds Behrooz, reminding him that they have been living in America for some 5 years preparing for this day. He demands Behrooz bring Debbie to the house.
Terrorists broadcast a live video feed of Sec. Heller on the Internet, claiming they will try him for war crimes and execute him in 3 hours.
3. 9:00 AM.
CTU Director Driscoll, desperate for a lead, orders Agent Curtis Manning to torture Sec. Heller’s son Richard to find out who else knew about the meeting with his father. Manning refuses, prefering to use a sensory-deprivation approach instead. Driscoll relents.
Mary Ann Taylor, a ladder-climbing consultant and former lover of Agent Manning, blackmails her way into the CTU operation.
Behrooz, worried about what will happen to Debbie, asks his mother to speak with his father about it. She agrees, but invites Debbie to the house anyway. Behrooz warns Debbie she shouldn’t have come.
Against orders, Jack follows Andrew’s kidnapper Kalil, hoping it will lead to the terrorists holding Sec. Heller and Audrey. Jack secretly enlists Chloe’s help with satellite coverage. The kidnapper stops at a gas station. Desperate to delay him until Chloe’s satellite coverage is ready, Jack dons a ski mask and pretends to rob the gas station.
4. 10:00 AM.
CTU Director Driscoll’s daughter Mia, who suffers from schizophrenia, causes a disturbance at home, and the neighbors call the police. Driscoll instructs Agent Sarah Gavin to intercept the police call.
Sec. Heller and Audrey try to escape but fail.

Mrs. Araz gives Behrooz a gun and tells him to kill Debbie. He is unable to do it, and tries to help her escape instead, but Mrs. Araz has already poisoned her.
Stalling for time, Jack holds Kalil and several customers in a gas station. Police arrive, but Jack escapes the gas station with Kalil as a hostage once CTU has established satellite coverage. Jack leaves Kalil by the road, and as Jack predicted, he subsequently steals a car and calls Omar at the warehouse where Sec. Heller is held. CTU monitors the call and tracks him on satellite.
Jack is captured by police.
5. 11:00 AM.
Driscoll forces Chloe to resign. She leaves the building.
Driscoll’s schizophrenic daughter Mia arrives at the CTU clinic.
Debbie’s mother comes to the Araz house looking for Debbie while the Araz family is disposing of her body.
Sec. Heller and Audrey break a gas line in their room to kill themselves before the trial starts. The terrorists save them at the last minute.
Jack is released after CTU confirms he is working on a matter of national security. Driscoll reluctantly puts Jack in charge of field operations. He follows Kalil to the warehouse, but Kalil finally suspects he is being followed and drives head-on into a truck, killing himself. CTU discovers the location of the warehouse anyway using infrared satellites and prepares for an assault.
President Keeler reluctantly orders a missile strike against the warehouse to stop the trial of Sec. Heller, which has just begun.
